Tap the Share button in Safari. It is at the top of the screen on an iPad.

Scroll the bottom row and tap Add to Home Screen.

Tap Add at the top right.
PadPad then opens full screen from its own icon and works with no wifi. Keep wifi on for this first visit so all games get saved on the iPad. The badge at the top turns green when that is done.
